I have not taken it off to explore the reason why it was attached. The shutter timings are accurate at all speeds.
There are some very minor cleaning marks to the front element of the lens which will not affect a photograph. The lens may have some minor fungus, or it may just be dust - it is difficult to tell. However, because it is an uncoated lens there is nothing for fungus to eat, so it cannot damage the lens.
It uses 127 film which may be difficult to obtain or process. When you receive the camera you may wonder how to close it.
